Four arrested in journalist assault case
Press associations laud police
ITANAGAR, Jul 10: Itanagar Police arrested four people, including two government officials for assaulting Arunachal Times journalist.
They have been identified as Joram Tadam of Tago, Tanya Raja of Joram, Yarda Sanjoy of Yarda, all under Lower Subansiri district and Gokia Nehru of Deve village under Kra Daadi.
Sanjoy is an IRBn constable who was recruited under sports quota and currently posted in Balijan while Gokia Nehru is Itanagar traffic warden.
The police team consisting of SDPO Techi Hanyir, Officer in Charge, Itanagar Police station T Bage, Inspector R K Jha and investigating officer A K Singh led by SP Capital Dr A. Kaon cracked the case in less than 72 hours.
Four accused who are all residents of IG Park/Forest colony, Itanagar were arrested between Sunday and Monday.

have been booked under non bail-
The police have recovered the stolen items including the mobile phone and other documents from the four accused.
Ranjit Sinha, the associate editor of Arunachal Times was assaulted by four accused as he was returning home on July 7.
The Arunachal Press Club (APC), Arunachal Pradesh Union of Working Journalist (APWUJ) and Arunachal Electronic Media Association (AEMA) has appreciated Capital Complex Police for cracking assault and robbery case.
In a joint statement, the three media bodies stated that swift action of capital police indeed deserve appreciation. However, they also said that police's job of ensuring strong punishment to the accused starts now.
"Police should prepare strong case so that accused do not easily get away after committing such heinous crime. We appeal for immediate termination of IRBn jawan and Itanagar Traffic Warden from their respective jobs. If police personnel who are supposed to protect citizens indulge in criminal activities, how will citizen feel protected? This calls for serious introspection, the organizations said.
The media organizations further added that Police department needs to keep an eye on the activities of their own personnel.
All the four accused should be strongly punished in order to send out a loud message to the criminals, APC, APUWJ and AEMA further said. Further, the press bodies appealed everyone not to interfere in the current case and let law take its own course of action.
Sagalee reels under food scarcity, several districts cut off

Aalo: Landslide and flooding due to torrential rain over the last couple days cut off Aalo, the district headquarters of West Siang, from rest of the state.

The sector and arterial roads, culverts and drains within Aalo Township also suffered major damages due to landslides, erosions and flooding.
Water supply in Aalo Township was also disrupted after the main water supply tank got damaged.
All the rivers, including Sipu, Siyom, Hirik, Hiru, Piggo, Kebu and tributaries continues to rise alarmingly causing extensive damages to paddy fields, household properties and heavy erosions all along the river banks.
The District Administration and Disaster Response Team are closely monitoring the situation while the army, ITBP and Police were on full alert to tackle any situation.

Daporijo: Torrential rain also pounded Upper Subansiri throwing life out of gear.
The lone suspension bridge over Subansiri in Gusar circle was washed away cutting off Debom and Dera villages from rest of the state. The villagers have appealed to the local MLA to initiate restoration of the bridge immediately.
Many dwelling houses and government quarters were damaged in landslide in Dumporijo and Daporijo. The most affected colonies were Yomdo, Nehry and Santi colonies of Dumporijo. Many government quarters were also on verge of collapse.

Itanagar: Meanwhile, Capital Complex Deputy Commissioner Prince Dhawan along with team of officials inspected almost all affected areas from Itanagar to Naharlagun and took stock of the situation.
The people residing near Chandranagar, Senki View, Barapani rivers were asked to immediately move either to relief camps as identified by the administration or to a safer place. An order in this regard has also been passed by the Deputy Commissioner.
Following incessant rain since the last two days, the Capital Complex has witnessed massive road blockades, landslides etc. Men and machineries are pressed into service to carry out restoration process, informed the DC.
Taking stock of the condition of the Barapani bridge, the DC passed an order restricting movement of heavy vehicles through the bridge.
The market area at 6 Kilo has also been asked to close.
The District Administration appealed to the people to remain alert to avert any major disaster.
District Administration had earlier issued an order to prohibit earth cutting. Despite the order, earth cutting was carried out in many locations further contributing to manmade disasters. The DC has stressed that those who do not abide by the order would be punished under the DM Act 2005.

Governor asks DAs to ensure uninterrupted supply of food items
ITANAGAR, Jul 10: Governor PB Acharya asked the district administrations to take necessary steps and measures to ensure that supply of food and basic ration items is not hampered during this monsoon.
The Governor, who is closely monitoring the current situation arising out of the torrential rain, advised the State Government and District Administrations to frequently review the situation and ensure safety of the people living near landslide and flood prone areas.
Expressing concern over loss of lives and properties due to natural calamities, he advised all to remain alert and take necessary precautions to avoid any disastrous situation as the State is experiencing heavy to extreme rainfall.

AAPSU bats for APTET CTET qualified teachers
ITANAGAR, Jul 10: Welcoming the Chief Minister Pema Khandu's assurance to regularise SSA teachers who have qualified APTET and CTET, the All Arunachal Pradesh Students Union (AAPSU) on Monday urged the state government to ensure mandatory regularization of those teachers with requisite qualification as per the government norms.
AAPSU further ridiculed the AASSATA for pressuring the government for regularization of in service SSA teachers regardless of whether they have qualified the APTET and CTET or not.

Rebia inspects flood ravaged Itanagar-
ITANAGAR, Jul 10: Minister for Urban Development & Housing, Town Planning Nabam Rebia
took stock of the devastation caused due to landslide and flood on Itanagar-
Regular State Transport bus service from Itanagar to Sangdupota was temporarily suspended due to heavy landslide and flooding on the road.
Rebia directed the concern department to work on a war footing to restore road communication.
While visiting Poma Middle School, he directed the PW Department to submit estimate for completion of the RCC Bridge over River Rillo, for which he assured fund provision in the current financial year.
When completed, the bridge would serve as lifeline for the proposed Women College at Poma.
Later, Rebia visited the newly upgraded Govt. Secondary School Bassar Nalo and took stock of the progress of construction work of kitchen of girls' hostel and toilet of the school.
Upper Balijan Zilla Parishad Member Gollo Takam, officials of PWD and WRD Department and other panchayat leaders accompanied Rebia during the visit.
On Monday, Rebia visited Kolma and Huto village under Doimukh circle to meet the flood affected people. The team inspected the land protection constructed by the NEEPCO and state government along the bank of river Pare (Dikrong). Due to heavy downpour, Pare River has been overflowing and has breached flood protection walls raising concern for the people of Doimukh area.
Later talking to media, Rebia asked people to remain alert and move to safe places as situation is alarming.
He also said that he will request the concern department for preparing proposals for raising the height of the land protection measures along the bank of river Dikrong for protection of life and property of Doimukh township.
Rebia appealed to the people not to construct houses on the river bank and called for halting of sand/boulder mining activities which also adds to the destruction of river bank. Move to safer places, appeals CM while reviewing flood
ITANAGAR, Jul 10: The Chief Minister Pema Khandu has appealed to the people to move out from vulnerable buildings and to take temporary refuge in the relief camps set up by the capital administration till the danger of flood averts.
He made this appeal during a meeting to assess the flood situation in the state.
CM also asked the administration to make necessary provisions for food, medicines, healthcare facilities, drinking water in abundance in the temporary relief camps set up in the Gyan Ganga School campus.
He asked the state government officials to send a team to further inspect the vulnerable points in the state capital and to convince people to move out who are forcefully staying in those areas. He also asked them to map all the vulnerable points so that any emergency responses could be met effectively.
He directed all the departments to prepare a time bound action plan with a short and long term plan to tackle the flood situation, which is unlikely to improve till the next week.
The meeting further discussed on the condition of Barapani Bridge, the lifeline between Naharlagun and Itanagar. The capital administration informed that due to risk of rising flood water, the bridge has been closed for heavy vehicles.
The Chief Minister asked his officials to immediately prioritise construction of alternative bridges to connect the twin cities.

Cancel works allotted to Global Royal Construction:GSU
ITANAGAR, Jul 10: Alleging discrepancies in bid documents, Galo Students Union (GSU), in a representation to the Secretary, Rural Works Department, GoAP appealed for cancellation of the tender works allotted to M/s Global Royal Construction for PMGSY Road project from Dego Kamki to Siru Tali (10.80 Km).
The GSU alleged that the Department has completely breached the laid down guidelines and rules for final selection of the successful bidder for the work.
GSU claimed that it has found some discrepancies in the bid documents obtained through RTI, which, among others, revealed that the validity of the registration of M/s Global Royal Construction has expired on 31.03.2017 and has not been renewed.
"Further, the specimen signature of the proprietor of M/s Global Royal Construction in the agreement (Vehicle hire agreement) and the executed affidavit differs from the signature on her PAN Card, which clearly tells that the Proprietor of the firm has submitted fabricated bid documents," it said.

DA continues 'bar' sealing spree

In compliance with the DM's order, these bars were sealed by the team led by Executive Magistrate Kiron Ningo, Police and officers of the Tax and Excise Department.
The District Magistrate Capital Complex Prince Dhawan had earlier issued an order notifying the operation time. However, during the raids, many bars and restaurants were found to be operating beyond permitted time. Raising concern that many youths are found in intoxicated manner at late night which may result in major law and order problems in and around the Capital region, the DM further opined that such late night activities are also a result of keeping the bars open till late night.

Govt schemes launched in Lower Subansiri
ZIRO, Jul 10: The Chief Minister's Flagship programs Krishi Rinn Yojana, Deen Dayal Upadhayaya Bunkar Yojana and Deen Dayal Swalamban Yojana were formally launched by Deputy Commissioner Kemo Lollen on Monday.
Lauding the initiatives as yet another step to uplift and capacitate the unemployed youths, farmers and the weavers of the state , to establish sustainable economic activities Lollen called upon all the concerned departments to widely publicise the schemes.
DPO Donyak Sangyo described the salient features of all the three schemes.
Deen Dayal Swalamban yojana seeks to encourage unemployed youths to gain low cost capital for entrepreneurship from 10 lakhs up to 1 crore while the Chief Minister's Krishi Rinn Yajana will provide a facility of crop loans at zero interest rates for the farmers in the state. The loan applications should be forwarded through circle officers, who will certify that the applicants are in possession of land.
The Deen Dayal Upadhaya Bunker Yojana will encourage women weavers to access affordable credit from banks for working capital requirement. (DIPRO)
Tamar Murtem visits JNV School
ITANAGAR, Jul 10: Parliamentary Secretary Animal Husbandry and Veterinary Tamar Murtem along with Upper Subansiri Deputy Commissioner AK Singh on Saturday visited Jawahar Novodaya Vidyalaya, Megdong to inspect the progress of building infrastructure. Parliamentary Secretary directed the representative of Tama Fabrication to complete the construction of building immediately within one month.

The horrific attack on pilgrimage going to Amarnath Yatra at Kashmir is highly condemnable and it will have serious repercussion in days to come. Six Amarnath Yatra pilgrims were killed and 12 injured when terrorists opened fire on their bus in Jammu and Kashmir's Anantnag district on Monday evening. The bus, which was from Gujarat, was reportedly not part of the main yatra convoy and was not registered with the shrine board, the Central Reserve Police Force or CRPF said. The main yatra convoy is escorted by the CRPF which has now rushed troops to the spot. The incident exposes the preparedness of J &K Govt.

Crumbling education
Dear Editor,
Education is the basic right of every human being. It is the power that drags a person from darkness of illiteracy into the light of knowingness. In general sense, education is the transferring of knowledge, habits and skills from one generation to the next. However, in our State, education department has been a victim of negligence by the people from different strata of our society.
The educational standard of our State can be divided according to the regions and districts. We can have a look at the results of competitive exams and one can easily gauge that the education standard of Arunachal Pradesh is quite low as compared to other states. Arunachal Pradesh is facing grave crises of education because of poor facilities, crumbling infrastructure .
The disturbing situation is happening just because of massive corruption, political interferences, lack of quality education, different parallel systems of education, insensitivity on the importance of education, corporal punishment, and shortage of schools, least bothered civil society, and poverty.
It is not possible to eradicate corruption from society but it can be reduced by appointing honest and committed people in education department. Regular monitoring system may be launched at district level and salary of teachers may not be released unless signed by monitoring officer. There are many officers who were appointed against bribe in previous govt. They should be sent back on their previous positions and other honest people may be posted on their positions.

Clarification on funding of sportspersons and cosplayers
Dear Editor,
This is regarding Ms Paklu Taipodia, Ms Junnu Pinggam, Ms Gichik Charchang and Sambo Lapung statements through various media about lack of support in providing any financial assistance for thier endeavour and participation in National/International Competitions.
The Department of Sports & Youth Affairs, GoAP would like to clarify that Department has been doing its best to promote and encourage the meritorious sportsperson as per laid down norms of government.
1. Ms Paklu Taipodia had applied for Rs 5.00 lacs. HCM /Govt has sanctioned Rs 5.00 lacs which was handed over to Ms Paklu Taipodia last month. Ms Paklu Taipodia was appointed as LDC in the forest Deptt under sports quota. Department has written to PCCF to consider her for out of turn promotion considering her excellent performance in the sports and for bringing laurel to state Govt. Taipodia was recommended for State Gold Medal for this year by the Sports Department. The Department is still to receive application from Ms Paklu Taipodia seeking financial help of Rs15.00 lacs for participation in upcoming International Competition. Once, her application is received, the matter will be thoroughly examined as per existing criteria. And department is ready to provide every possible help, if laid down criteria is fulfilled by the applicant.
2. The Govt has already sanctioned Rs.75000 each to Miss Junnu Pingam and Miss Gichik Charchang for participation in the Cosplay event at Japan. They had sought financial help of around Rs 2.00 lacs for both of them.
3. Sambo Lapung was given Rupees Ten Lacs last year as a financial help from the Government. Sambo Lapung will also get financial incentive according to his achievement on 29.08.2017 which is National Sports Day. He will be getting the highest amount. This has been informed to him personally by the Department. He was awarded State gold medal last year.
Rupees Twenty Five Lacs also was given to weight Lifting Association of Arunachal for Dietary Supplement.
The Department is in constant touch with associations. Even Secretary S&YA also personally spoke to President, Weight Lifting association five month back, wherein he was informed that the amount is with President and account is being properly maintained and spent as and where necessary.
As such, Department is trying every possible way to promote the games & sports in the state and meritorious sportsperson. Person seeking financial assistance should come with proper channel and they must fulfill the laid down eligibility criteria for any such assistance. There is affiliated Association for every discipline and if anybody/individual is seeking financial aid/support from department; they should only come through their association. Governing head of association have to recommend and certify the individual seeking financial assistance. This is the basic formalities which have to be followed, but it is found in most of the cases, applicant doesn't follow this system and directly submit the application in plain papers addressing the Minister, Parliamentary Secretary and even Secretary and Director S&YA which is not the correct system.
Therefore, it is appealed to all sportsperson of the state to refrain from giving any unnecessary statements in press or social networking sites without any authentication from department/competent authorities.
